I have had a career in Information Technology for over 40 years. Below is a resume of sorts.

Centers for Medicare and Medicaid Services 10/2000 – 3/14/2025

Information Technology Specialist

Duties, Accomplishments and Related Skills:

Project Member:

  • Medicare Enrolment Payment and Billing System modernization to the cloud.
  • New Medicare Card

Government Task Lead: Government contract oversight.

Technical Review Board (TRB):

  • Reviewed documentation and oral presentations of various systems making major enhancements or new implementations.

System Subject Matter Expert (SME) for MEPS:

  • Track all system impacts on changes to all MEPS.
  • Ensure that each of these systems have current Interface Control Documents (ICDs) and System Design Documents (SDDs).

Testing SME for all MEPS:

  • Ensure that all test plans and cases adequately test software enhancements and bug fixes

SRA International, Inc. 03/1999 – 10/2000

Test Engineer, Technical Lead, Project Manager
Duties, Accomplishments and Related Skills:

Project Manager of the HCFA General Testing Support Contract for last four months of employment at SRA. Briefed upper management on contract status and progress, directed project team in day-to-day activities, and interfaced with HCFA Government Task Leader (GTL) in regard to project direction and support. Supervised a staff of test engineers.

Technical Lead, assigning test engineers to Y2K testing projects and assisting in the development of the materials for those projects as necessary. Supervised a staff of test engineers.

Test Engineer for the HCFA Y2K testing Contract. Developed Test Plans and Test Cases and conducted Y2K testing in HCFA’s test facility.

Towson University 03/1987 – 03/1999

Programmer Analyst
Duties, Accomplishments and Related Skills:

  • Financial Management Information System Project:
    • Co-lead of the Joint Application Development (JAD) Team responsible for developing University of Maryland System Human Resources specific customizations to a Commercial Off The Shelf (COTS) tool
    • Testing Team Lead; Identified interfaces between the Human Resources (HR) COTS tool and the Financial Management System being developed by KPMG; and designed and developed the customizations to the HR COTS tool based on JAD results.
  • Towson University Human Resources System:
    • Designed and developed enhancements for Towson specific applications to COTS VAX/VMS COBOL HRS. Enhancements included new interfaces to COTS VAX/VMS COBOL Financial Records System.
  • Towson Financial Records System:
    • Designed and developed enhancements for Towson specific applications to COTS VAX/VMS COBOL FRS. Enhancements included: New interfaces to HRS, a charge back system for University Printing, and a charge back system for University Key Services for the University Locksmith.
  • Towson Student Information System:
    • Designed and developed enhancements for Towson specific applications to COTS VAX/VMS COBOL SIS. Enhancements included: New interfaces to FRS and HRS for student employment, new interfaces to FRS for unique billing situations, Classroom assignment system to assign rooms to the classes, data load for degree tracking system, data load for course catalog system, and General University Requirements (GUR) System to determine if a student has met the General University Requirements (GUR prior to graduating.
  • Towson Key Control System:
    • Designed and developed a VAX/VMS COBOL system that managed the assignment of keys to individuals or offices. The University Locksmith used this system. This project included: Meeting with the user of the system to gather and document requirements, Developing a project plan, Designing and developing a VAX/VMS relational database, Designing and Developing the software, and Designing and developing the test plan and test cases.
  • Towson On-line Time Sheet:
  • This is a web-based system developed in Cold Fusion and Visual Basic. The database was Oracle. Developed Visual Basic interfaces from Oracle database to HRS, developed Visual Basic interfaces from Oracle database to FRS, and developed Visual Basic data load from HRS to Oracle database.

Maryland Department of Economic and Employment Development 05/1986 – 03/1987

Programmer
Duties, Accomplishments and Related Skills:

Maryland Automated Benefits System (MABS): MABS is the Maryland Automated Benefits System for unemployment benefits.

Developed enhancements to the system including new reports for local employment offices and new data entry screens, Developed a method of tracking companies that failed to pay into unemployment insurance fund.

Sygnetron Protection Systems 08/1984 – 05/1986

Duties, Accomplishments and Related Skills:

  • Sygneplex Security System:
    • Technical Writer:
      • Documented the Sygneplex Intruder Detection System. This was an Assembler Code, real time system that interfaced with various detection devices to determine if a physical intrusion has occurred. The documentation, that is, code comments, flow charts, and other such documentation was sparse to nonexistent at the time.
    • Programmer:
      • Developed and documented enhancements to Sygneplex Intruder Detection System based on customer specifications. These specifications were part of the contract Sygnetron had with the customer and had to be extracted via an analysis of the contract.
  • Electronic Security System (ESS) Project: This was a contract with the US Air Force to physically protect the Space Shuttle while it was housed at either Cape Canaveral Air Force Station (CCAFS) or Vandenberg Air Force Base (VAFB).
    • Served on the design/development team for Enrollment Sub-system and the test team.
    • Designed and developed applications for Enrollment Subsystem to Military Standards and Guidelines.
    • Developed interfaces between Enrollment Subsystem and Security Subsystem to Military Standards and Guidelines.
    • Researched applicable Military Standards and Data Item Descriptions (DIDs) for project.
